There is no single national address: every provider points the domain at a page of its own, so a block looks different on each network.
Vivacom answers blocked domains with addresses inside its own network. We caught one of our own domains this way: the resolver returned 212.39.69.10 while the domain was healthy everywhere else.
What we check in Bulgaria
For every provider below we ask that provider’s own DNS resolver, from inside its network, what your domain resolves to — and compare the answer with public DNS. That is the same answer a subscriber gets, which is why a datacenter-based “is it down?” tool cannot see these blocks at all.

Instead of your real address, the resolver returns
212.39.69.9, 212.39.69.10, 212.39.92.209, 212.39.92.210.
If you see that address for your own domain, the domain is on the list — your hosting is fine.
The official list
National Revenue Agency (NAP) publishes the register at https://nra.bg/. Domains are added continuously, and nobody tells you when yours is added.
