The provider’s own DNS resolver returns the regulator’s address instead of yours, so the subscriber lands on a warning page while the domain stays perfectly healthy everywhere else.
ONJN even ships a script for providers to load the blacklist into their DNS servers. Digi and Vodafone both answer with the same address, so one block page covers the whole country.
What we check in Romania
For every provider below we ask that provider’s own DNS resolver, from inside its network, what your domain resolves to — and compare the answer with public DNS. That is the same answer a subscriber gets, which is why a datacenter-based “is it down?” tool cannot see these blocks at all.

If you see that address for your own domain, the domain is on the list — your hosting is fine.
The official list
ONJN publishes the register at https://onjn.gov.ro/lista-neagra/. Domains are added continuously, and nobody tells you when yours is added.
