The provider’s own DNS resolver returns the regulator’s address instead of yours, so the subscriber lands on a warning page while the domain stays perfectly healthy everywhere else.
The authority publishes the list and the providers point the domains at a single national address.
What we check in Lithuania
For every provider below we ask that provider’s own DNS resolver, from inside its network, what your domain resolves to — and compare the answer with public DNS. That is the same answer a subscriber gets, which is why a datacenter-based “is it down?” tool cannot see these blocks at all.

Gaming Control Authority publishes the register at https://lpt.lrv.lt/. Domains are added continuously, and nobody tells you when yours is added.
